Congress Homes
1987-25 units

Congress Homes Condominium emerged from a swath of land on both sides of Congress Ave. between White Street and Kossuth Street. HDC served as sole developer of the Congress Homes Development, which consists of 25 townhouse condominiums. The project was completed successfully, and resulted in low income people becoming first-time homeowners. These homes, furthermore, replaced blighted houses and vacant lots where gang activity had been common. The fruition of this project affirms to the maturation process that HDC went through as an organization in its early years. HDC oversaw the entire project, start to finish. First, with advice from its lawyer, the corporation drafted a proposal for funding. Financing for construction and a set-aside of permanent mortgages came from the Connecticut Housing Financing Authority (CHFA), down payment assistance loans from the State Department of Housing (DOH), while the City of Hew Haven contributed in the form of land donations, public improvements, and CDBG funds. Upon receipt of the funds, HDC arranged a bidding process to secure a commitment from a contractor.

Before proceeding, the land was cleared, environmentally assessed for hazardous materials, and bulldozed. In designing and constructing the residences, HDC sought to maximize the number of housing units within the available square footage. The units were conceived and carried out as low-cost, high-quality, housing with full amenities (i.e. basement, laundry hook-up, front and back entries, and a deck). HDC also worked intensively with qualified buyers throughout the entire development process. This Project continues to thrive in the Hill neighborhood today because of HDC’s commitment to homeownership initiatives.
